 skill.  The notary's duty is not confined to the one to whom the notary
 directly renders service, but it extends to all persons who may be
 affected by the Notary's act.

being broken every day that the Hawaii Attorney General's Office refuses to enforce
Notarization is a DECEPTIVELY COMPLEX PROCESS and consumers of notarial services have a right to expect Notarial service will be done with integrity, diligence, and skill.  Unfortunately, Hawaii Law
 does not require Hawaii Notaries to be educated beyond what is required to pass a written test. 

Unless Hawaii Notaries individually take steps to educate themselves, and commit to knowing and following Hawaii law, they CANNOT perform their services with integrity, diligence, and skill.
